The Marshall County Commissioners submitted an additional petition (pdf) to the USDOT which takes a far more reasonable approach than Elkhart County has done. The Marshall County Commissioners have no illusions that Marshall County should dictate time policy for St. Joseph policy and they recognize that their economy depends a great deal on St. Joseph County. So, they say to the USDOT, central or eastern: not nearly as important to us as being on the same time as St. Joseph. So just give us whatever they’re having.
Procedurally, it’s easier for Marshall County because it requested Central Time in the first place. But if Elkhart County took the same approach, I’m sure it would not fall on deaf ears. As it is, what I hear out of Elkhart County is. We want eastern time, and make St. Joseph do what we want to do.
