The DHS should look at a real color-coded alert system, like Infocon Internet Storm Center runs.
It is on “Green” almost all the time. Does that mean the Storm botnet is gone? No. Does that mean that phishing attacks have been stopped? No.
It just means that it is business as usual on the Internet. Yes, there are risks, but they are normal and expected. The ISC only raises the alert when there is an unusual risk that everyone may not be aware of. In fact, they might go to yellow once or twice a year for a day or two, orange is only used every few years, and red has only been used once, that I’m aware of (the “Code Red” worm).
As a result, when they change to yellow, I REALLY pay attention.
