Roseland is basically a bunch of gas stations and restaurants, and a few hotels along old US 31, just north of Notre Dame. I’m shocked it hasn’t been absorbed by South Bend; which surrounds it on all sides. We used to go through it all the time going from one grandparents’ house to the other, as our folks are from South Bend/Niles area. My Uncle Harold was mayor there in the 1950’s.
If I recall correctly, these problems have been going on for 20 or more years.
