Rep. Heim has introduced HB 1057, a bill which is very similar to House Bill 1014 introduced by Representative Crooks. Both require a public question to be put on the November 2006 ballot asking Hoosiers whether they prefer the Eastern or Central time zone. Rep. Crooks bill excludes those counties around Louisville and Cincinnati which have been observing Eastern Daylight Time illegally for the past 30 years whereas Rep. Heim’s bill is directed at the entire state. Rep. Crook’s bill makes the question binding, requiring the governor to petition the USDOT on behalf of the state if a preference for Central is expressed. Rep. Heim’s referendum would be non-binding.
I would prefer a mix and match approach: Representative Heim’s whole state approach coupled with Rep. Crooks’ binding referendum approach.
