SB 24, introduced by Sen. Nugent, prohibits construction of new confined feeding operations within two miles of a state park or a state reservoir. It does not, however, restrict expansion of existing confined feeding operations or even expansion of existing agricultural operations that will, by virtue of the expansion, become confined feeding operations.
It also prohibits contracting for the application of manure if any of the manure application area is within two miles of the state park or reservoir. Interesting that it limits contracting for the application. Presumably an individual who owns the property and puts the manure on the field him or herself would be exempt. I wonder if this also prohibits the person from using his or her employees to put manure on the field.
